I just discovered (probably the last person on the planet to figure it out) a trick to viewing PDF's from Google that I can't pull up on my mobile/Android. I often get the "Can't Open/ You must download to storage to view file (but we are not going to give you any file download options)" message.
Google stores a cached version of every searchable pdf document. First, on your browser, go to options and "Request Desktop Version" of the page you are viewing. Now you should see the regular desktop computer version of the search results. Each result should have the actual web address in a small green font below the blue results link. At the end of that address is a small down arrow. Click on that and select "Cached." This will bring up an HTML version of the PDF you want. Google's search crawler creates and stores this file to make it searchable.
