Clipping diodes on the output?

In this schematic, there are two diodes on the H and V pins
What are these for? Are they there to clip the lines from going too negative and damaging the 74HCT244?
Or do they have another role?

Yes there are. They are there to enusre the digital sync lines they drive do not go negative to any appreciable degree or to take forever to recover. RGB are analog lines and are designed to be ac coupled.
