Pads right on edge of board cutout - clearance?

I need to have pads on my PCB right next to a cutout and also at the edge of the board
Altium is giving me a rule error for this, even though there is no cutout or outline clearance specified

Will this be a problem in manufacturing if i have pads right on the edge of cutout and board outline?

I wouldn't think so, this is basically what is done using Plated Half-Holes/Castellated Holes: http://support.seeedstudio.com/knowledgebase/articles/910767-what-are-plated-half-holes-castellated-holes

You need to check with the PCB vendor as to their specifications. They may charge extra in the case of castellated holes. Although in this case it looks like the pads should not be cut so might be ok.
JLC states "trade to outline" as being >0.2mm for example.

Clearance to board edge? The plane is pulled back from the edge as well, so maybe a general clearance rule.
Profile -> Modify profile -> Look and Layout ->  Don't show users' signatures
