Voltage Regulator - Selfmade?

I just wonder, if there is any way, to create your own Voltage Regulator.

Just a circuit, that does the same job. Put in anything and get out a clean Voltage, as long as there is enought input. I mean, some digital sort of VR's are possible by measuring the voltage trhough a cap and instantly charge it up, if it drops 0.5 mV or more. But is there a way to do it simple? All the Regulators for higher currents can not give you high voltage. If I want a Regulator for 90 Volts DC Output at 16 Amps, I cannot do anything, cause they do not exist. :(

I would need 2 Pieces: +90V and -90V. Is there any way to do that sort of job?
