Arduino won't upload sketch (FIXED)

I received my arduino uno rev3 yesterday but it won't upload the example sketch "Blink"
It just gives me this error message on the bottum of the screen:

Binary sketch size: 1026 bytes (of a 32256 byte maximum)
avrdude: stk500_getsync(): not in sync: resp=0x30

I went in "Device Manager" then went under "Port (COM & LPT) and all I found was  "ECP Printer Port (LPT1)"

The LED on the board blinks at .996 Hz ::) (on 1/2 sec off 1/2 sec)
But the TX and RX LEDs don't blink at all.

First make sure you have updated the Arduino drivers:

http://www.arduino.cc/en/Guide/Windows#toc4

If the drivers are up to date, then when you plug the Uno in, you will see a port "Arduino UNO R3 (COM19)" in Ports (COM & LPT) in Windows Device Manager.

If it is not up to date, you may see "Unknown Device" under Other Devices in Device Manager.

Check that Arduino IDE is connected to the correct port.

the first time I plugged the Arduino in.  A new hardware thing popped up and I closed it out.  Big problem I had to restore my laptop back to to yesterday to get it to pop up again.
