Pad Definition Troubleshooting in 4-Layer Stack Up

Hi folks,

I hope you are well. I'm beginner in AD and this is the first 4 Layer board I'm doing.

I've defined square pad for the 1st pin of the header footprint in the footprint library. Though, only the top and bottom layer correctly followed the defined shape (see screenshots). I'm wondering what happened here.

Layer type, planes don't use pads.
