Multilayer printing on mechanical layer when it shouldn't

Is this a bug (known?), or am I missing an obscure setting?
Trying to make a fab drawing. Mechanical layers don't appear to print without taking multi-layer along with it. I don't want the board outline or holes, just the drawing.
