What we need is a system that tests for users electronics/mechanical/software capability on a fundamental level (not too complicated, of course) like 'CAPTCHA' (but more EEVBLOGish in nature) and does not allow registration if they fail. Will definitely keep out people like the OP..

I wouldn't like to say I'd get that on a fast time limit - I can't remember the last time I had to decode resistor colours.

And if you let them do it, they will later continue with that in their job, because they learned that their behavior works.A "Homework Help" section will not only attract these people. There will also be those with a helper complex who absolutely feel the need to help every little shit.
